Under Local Control Funding Formula (LCFF), California allocates funding to school districts, charter schools, and county offices of education equally per student with adjustments based on grade levels and demographic characteristics.

This model requires school districts to develop accountability plans known as a Local Control Accountability Plan (LCAP), to demonstrate to the public how education funds are used to support students in the district and to identify activities related to increasing student achievement through eight priorities:

  1. Teacher Credentialing/Instructional Materials/Facilities
  2. Implementation of Common Core State Standards and English Language Development Standards
  3. Parental Involvement and Input
  4. Student Achievement
  5. Student Engagement
  6. School Climate
  7. Course Access
  8. Other Student Outcomes:

The Local Control Accountability Plan or LCAP is a critical part of California’s new Local Control Funding Formula (LCFF). It is a three-year, district-level plan that is updated annually. The plan describes the school district’s key goals for students as well as the specific actions (with expenditures) the district will take to achieve the goals and the means (metrics) used to measure progress.

The LCAP addresses the needs of all students, including specific student groups, and all districts must specifically address English learners, foster youth, and low-income students. In addition, the LCAP must address the state of California's eight priority areas that include student academic achievement, school climate, student access to a broad curriculum, and parent engagement.

The LCAP is designed to provide school districts and their communities with more local control and make it easier to respond to the needs of their students. At the same time, the LCAP makes school districts more accountable to provide the necessary programs and resources to create a level playing field for all students.

Board Adoption of the LCAP

A public hearing on the LCAP was held at the June 24, 2019 Board of Education meeting at the District Office.

The final draft of the LCAP was approved by the Board of Education at the board meeting on June 25, 2019 at the District Office.

The LCAP was approved by the Marin County Office of Education on September 16, 2019.
